Low plants mod question

I need to know does the low plants mod show up when you connect to somthing like a ctf server, if so wouldn't the server admin see low plants as some sort of unfair advantage to yourself.

Also if low plants is much better, why don't Bis use it in there next patch.

1: Low plants cant be an unfair advantage as it just uses the low res textures...

2: Yes admins will see the mod folder

3: BIS already in 1.09 reduced the textures "lagg"
