That's for OFP, the modding tools for ArmA haven't been released yet, but it's good enough to start practicing with anyway). Yes, you have to ask for permission from the person that created/compiled it. Edit: on what a n00b modder can do: Practice, practice and practice even more, also get people that are good at whatever it is you want to do to judge your work (should get you some good tips on what to improve).
