Infrared/nv layer

Does anyone know of a program that can make a semitransparent layer, Working on some new scripts but for effect I need transparent red infrared effect and a green layer as well layer.

Paint Shop Pro(my personal favorite), Photoshop, or really any image editor worth its weight can do that.  You can get a free time-limited demo of PSP at Jasc's site(probably www.jasc.com).

And BTW, just incase you're want the green thing for an effect for intros, there's already a way to do that with some camera scripting.

Actually I have PSP 7 and photoshop, never use the things though. Not for an intro.
