Free program make transparent texture?

Can someone tell me about a free program that I can download. I need something to make transparent textures.

thanks for all the help but the pain shop pro I downloaded couldn't save TGA as 32-bit.

I used to use Paintshop pro version 3 and that could make a transparent texture.

I think its got a lot more advanced since then.

Try looking at OFPEC for alpha channel and transparent - I think there is a tutorial there.

Toadlife has a tutorial for PSP.

If I save as a 24-bit I can not have pictures that are fading (if you know what I mean.) eks. flash texture. Or a window where its darkened but you can still see tru.
