Rangefinder/binoculars not coming up to eyes

Noob here, and google isn't helping.

On some missions, when I access the rangefinder, they will not come up to the eyes so that they can be seen through.  Instead, stopping at the lips like a harmonica.

Is there a way to fix this?

a) you're too tall
b) it's a harmonica
c) you are playing with mods not so great.

a) Probably.
b) It's an odd one if it is.
c) Mods on or off make no difference.  It has been doing this since a brand new install and no mods.  I just added Contact today and cannot get past the initial missions because I can't see through the rangefinder.

Nope.  I've tried pressing every button.  Seems to only do it with rangefinders...  I think.

Sometimes it works, and sometimes not.
