The Mosin Negant, and other loading systems on the XBox One Vigor servers are bugged. The Mosin, requires you to press A, and jump to reload the next round in the five round magazine. Also found with the Silver Pigeon shotgun, and possibly with weapons i've not collected, or unlocked. VaporyChicken97

I've also expirienced a gun problem, twice recently, when pulling the left trigger to bring up weapon and sights but it didn't respond.

Hello there, this is actually a known issue when it comes to al shotguns. We know about it and the hotfix is coming your way :)
