Coords in dials

Is the an explicite coordininate system used for placing dialog items-- or is it done by trial and error? Could I sit down with graph paper and design an interface? I searched but could not find anything.

x, y

x- and y-coordinate in % [0;1]

w, h

Width and height in % [0;1]
