Can you add mods on scenarios you have already started?

I am trying to add the no stamina mod to many of my custom scenarios that i already started but the mod doesn't seem to work but will work on newly freshly started scenarios?

Mods are loaded before the scenario. So, no you can't "add a mod" during a mission, or even in a 3den session. Consider the mods activations as parameters for Arma launch , not mission start.

On the other hand, some stamina mod, enhanced movements or else can easily run for old scenario (SP and MP mods friendly).

Perhaps, you don't need mod at all for stamina, just some different difficulties settings. Depending on the way you play.

So let's say i'm trying to load mods on a mission that i already have started but not currently playing right now...Those mods won't be taken into effect into that already "resumed" mission?

You have to choose the active mods for your whole Arma session. If you want to change something (discard one, load another) you have to restart Arma.

There is no reason to load mods during this session. If you want to change a behavior during a specific mission,  you have to script something for that.
