Eliteness by Mikero (Will not start)

I am having the following errors when trying to run eliteness after a complete reinstall of windows 7 64 bit

The application has failed to start because its side-by-side configuration is correct. Please see the application event log or use the command-line sxstrace.exe tool for more details

I get this issue regardless of

1. The elitness version that I run
   
2. The version of depbo.dll
   
3. The C++ version that I run although the version should be 2010 32 bit
   

eg

• DePbo4.02
  
• DePbo4.05
  
• DePbo4.06
  
• Eliteness2.91
  
• Eliteness2.95
  
• http://www.microsoft.com/en-us/download/details.aspx?id=5555
  

The debo.dll has been installed and tried in the following directories

• Same directory as eliteness is installed
  
• c:\Windows\System32\
  
• c:\Windows\SysWOW64\
  

I also installed

• vcredist_x64.exe
  
• vcredist_x86.exe
  

2008, 2010, 2012 versions

Here is my current install directory

My event log for the app states the following

Activation context generation failed for "D:\Apps\Eliteness\Eliteness.exe". Dependent Assembly Microsoft.VC90.MFC,processorArchitecture="x86",publicKeyToken="1fc8b3b9a1e18e3b",type="win32",version="9.0.21022.8" could not be found. Please use sxstrace.exe for detailed diagnosis.

I am completely at a loss

resolved. it appears it needs to run this version of C++
