Steam bug. Can't choose install location.

When I try to reinstall TOH in steam I can't choose install location.

A while back Steam added the function to make steam library folders at different hard drives, and you can choose where to install your games.

This option is available at the start of the installation of all my other games including arma 2 and 3, but not TOH.

When I start TOH installation I don't get a question in which folder I want to install, it just automatically put it into my main steam folder.

Obviously I want it installed to my SSD where I have arma 2 and 3.

I don't know if this is a Steam or BIS bug, but I hope you can fix it so there is no need to set up junctions or use a 3d party program when it should be available in Steam.
