What do I need to replace to get a smooth framerate?

Ok. I can play arma 3 on ultra but I have to be in 800x600 resolution. Someone please tell me what I need a better of. (Please U really dont know.) But when I am in 1920x1080 I have to be on standered to have smooth frame rates
