Apparently these rpt messages appear at the same time as players experience lag and desyncronization on the server. I assume that bandwidth settings somehow affect this but my experiements with different and different settings didn't solve it. It is simply stating (as far as I can tell) that a) the server is stalling (for whatever reason) b) the server gets too many network messages to process and has to queue them If you can reliably reproduce it, a ticket at the CIT would be most useful.
