Civilian kill punishment?

When we play missions there is always someone who kills civilians - so my aim is to try and cut this down. By doing something when this happens i.e. create a task or spawn stuff in etc...

Am I correct in saying the only way to detect if someone has killed a civilian is to add an event handler to each civilian, is this possible witn ALICE ?

Also how would I make sure that it only happens once in a location i.e. a town marker or trigger area ?

Just thought someone might have done something already ?
