Just like stealth technology. It's fairly easy to build a stealth aircraft but not everyone has a fleet of them. Even night vision is easy to have. Yet a lot of forces around the world don't have the money to give them to every soldier. Just another example of what they come up with when they have unlimited funding. It has to do with greedy corporations. They charge all the market will bear for as long as they can to reap obscene profits from people who generally dont have the money to afford it. I seem to remember that the landwarrior system failed abysmally in its last test with massive information overload, and similar is true with a British version i saw tested a few years ago -too bulky for not enough added effectiveness.
