I'm in expert mode for playing 2 arma oa and I wonder if we can turn the view outside to show his character.

You can customize features per difficulty under your options>game settings menu. There you may enable/disable third person view.

In expert mode the 3rd person view is disabled, that's why it's called "Expert" mode. *hint hint*

If you want 3rd person you have to select a lower difficulty level.

you can select a lower difficulty level and customize it so it's the same as expert but with 3rd person
