Because the resistance are a ragtag bunch of poorly trained soldiers, they have a serious challenge on their hands against the two superpowers on their turf. They have cool uniforms like someone mentioned earlier seen in the Bundeswehr, and they get crap passed down weapons and hardware that have been phased out from the Soviet armories long ago. And unlike both sides, the resistance ideally know more about their own island than the superpowers. They can set traps, minefields, temporary forest hideouts, etc. in OFP it would be great to create a campaign (in parallel to the major one currently being made) based on the resistance fighting both sides to get them off the island.
