Putting ALICE on a map manually

Hey i know this is in the forums somewhere but i cant find it for the life of me.

What are the lines i need to put in the ALICE module to create the townslist and the location-->towncentre command to get CIVs on a map that doesnt have it as standard. Also does this work with OA civ module.
