Post-nuclear mod idea

I have an idea for a mod. It will take place in the near future after terrorists use a nuclear bomb on the United Nations building during a meeting. This inspires retaliation, and what is left of the UN uses nukes to completely destroy several countries in the middle east. This inspires more terrorism, and a nuclear terrorist attack that destroys every major city in the world. Every govenment is destroyed except the governments of China, Russia and the United States (who are all allies now) who have shadow governments in hiding to take over in case of emergencies. Now it is ten years later and they are trying to take back the world, but there are several factions who are trying to stop them. One of these factions is called the Shadow Path, and is made up of the armies of a network of underground cities of people claiming to be vampires, who have been waiting for a chance to reclaim the world(they were driven underground thousands of years ago by humans trying to wipe them out) They aren't evil, they're really just tragically misunderstood. They also aren't like the traditional vampires, they're really just a subspecies of humans, more of a "scientifically feasible" kind of vampire. They also have more advanced technology. The main character is a mercenary who has to choose between the two factions: the power-hungry alliance or the benevolent but kind of creepy Shadow Path.

what about where guba succed in launching his nukes resulting in the automatic launch of nukes from us and russia. You as a survivor have to collect cars trucks etc and build a new contry and defend it sort of like that rts game a while back cant rember the name. Something along those lines sounds better than vampires.
