It's working for me with just the keyboard and mouse..Q key for thrust and mouse movement for direction (X & Y) for lift off.

Try going into Steam and select Arma 3 properties and check the game cache files are valid. Maybe one or two files need replacing and that will be done automatically by Steam at the end of the file checking. Cheers.
