Arma 2 Operation Arrowhead C-130 J/H Firefighting Script or Config

I have personal police officers for a roleplay community and wish to change the name from Ex. CHP to Nevada St. Police just changeing the name from when you view the model in game it doesnt say ex. CHP instead says Nevada St. Police anyone know how to do this? -

im am trying to edit arma 2 maps to put houses and gas stations things like that and make them useable but i do not know how to lay the houses down and how to lay them down so when i close the session i can come back and have them still be there please help me
