RCon server administration coming to ArmA 2!

I am using art of war central for my arma 2 server. I have tried to get rcon to work and have them do it but they have no idea. I think they are running windows 2008. How to i get it to work so i can use rcon. Here is a screen shot of the ftp. -
How do you get rid of the 30 min timer when you join the server before yo can fly jets or attack choppers?
