Yes you can buy units, some times it takes a while to recieve the data, and at some points you can't buy every thing i guess. Never had it follow me there, some missions you can drive it arround yourself, some it's just there and i wasn't able to use it.

Answers: 1. Using the money, you can buy new units, base defenses etc. 2. By requesting new units you buy yourself new gear beloning to that unit. 3. In the menu where you buy the units or weapon (just click above unit selection) you can see on the bottum right side your current amount. 4. By locking the mobile HQ only you can get in, you can use the mobile HQ to drive to a spot and build base defences near that spot. 5. Sry didn't figuerd that one out, but it will cost you allotta money to do so. 6. Some answers are in the documentation, some are in the training missions. I hope this is of any use to you.
