1.9 and Authentication Servers The full version everyone has was a leaked install - it is the full install but by mistake it came out early. For this reason no servers are up and running with this version. They have enabled Authorization for Medic training but nothing else. I would expect that when both the full install and the patch are released then the authentication servers will be enabled for all maps. Read This post for more info!

I'm on a train right now and the 320x150 resolution on my Ipaq is less than ideal for extensive browsing. I'll look up that info once  I get home. I think that the number of repeat offenders is relatively small as they get training and a job after prison (part of the rehabilitation). But I'll look up the actual numbers later.
