Depends. If the owner of the wall it's on did not give permission then it's vandalism. If they got permission then yeah it's art. How would you feel if some one painted an image on your house with out permission? I think that's the big difference here. It seems the stupid looking cows are there by permision, , where as graffiti is simply "fuck you I'll paint on your wall wether you say I can or not damnit!".
