Steam's refund policy would be a discussion for the Steam forums, obviously if you wish to discuss purchases from Store.bistudio.com that's fine but there are forums for that :)

Have you tried selecting Paypal as the payment option and then entering your card details? That way you're paying through paypal's portal which will have an IP in your country (ie when I pay via paypal it uses the Swedish Paypal page), that often works for many people with similar problems and it doesn't require you to open a paypal account if you prefer not to.

Most people can play MP so not sure why the immediate assumption is that the Alpha is to blame? I'd suggest trying to troubleshoot the specific issue rather than a blanket "fix the crashes" post which doesn't really achieve anything, anyways moving to troubleshooting :)
