How to optimize for my rig?

New rig, need new tweaks. I reinstalled Arma 2 so I have a fresh Arma2.cfg and user profile in my documents. I don't feel like reading over 60 pages of that (out dated) optimization topic, so can you guys tell me what tweaks I should make and where to make it run as best as possible without sacrificing too much visual quality?

1: What tweaks should I make to my text files in my documents?

2: What settings should I put in game?

3: How do I make this game use all my video memory and four cores?

4: Any fps mods out there that don't kill the quality?

Rig:

Windows Vista SP2 32 bit

Intel q9400 @ 3.1GHz

4GB DDR2 RAM 936MHz (Technically 3.5GB)

GTX 275 896MB

196.75 Drivers

Vista is my favorite OS out of all three, having used all three extensively in different computers. Any real advice? If I reformat it'll be on a vista 64 disc.

No offense, but you will not be able to enjoy this game with Vista unless you don't mind the stuttering and poor frame rate. If you must have Vista, I would dual boot. I have windows 7 and xp on different partitions. Arma 2 is on a 40 gig partition using Xp and it runs smooth as butter(campaign also). The key is to def rag the hell out of it.

That's weird. I run it on Vista (64bit), with a worse pc than the op and I get no stuttering and my frame rate is just fine. Not a single optimization performed. Ok, I don't have the settings maxed, but I am running at 1920x1200.
