Pilots on Server

I am needing help. I have seen this on several servers where people limited who can fly choppers and jets to only Pilot slots. Also saw people put a message up when they get in a chopper or jet saying if you are going to fly, you must be on TS or you will be kicked on something like that and it has their TS info on the screen as well.

Can anyone help me out with this?

yeah TS is teamspeak which is a free program to download and is a must for better gameplay and organization.btw this is wrong thread

I know what TS is, and we use it, but I am asking how to make a script or what I need to do to get a message to pop up on the screen when someone gets in a vehicle. I also wanted to limit it to only chopper pilots only to be able to fly. I know there are people that have this on their servers and we are looking for a way to put it on our server.
