Need help building a config.cpp

How difficult would it be to create a config.cpp script and/or could someone direct me to a good outline for it? I would like to build a config that I could pbo to allow me to adjust the top speed of vehicles as well as the speed limits for different terrain conditions. I know nothing at all about scripting, I have found most of the class names as well as the scripting commands(community.bistudio.com/wiki). I just don't understand how to build the wall of text wall properly. I do not understand how and when to use cfgpatches, required addons, cfgvehicles or even class names. Also, I don't quite understand the symbols used either, as well as how and when to use them. I have been able to unpbo and make adjustments to existing mods, where the author gave permission to do so, and repbo them, but the author usually gives instructions on what to alter and how to do it, usaully just a number or // or something like that. Any help or direction to where I could find a good simplified tutorial would be really appreciated. I have already looked through the community.bistudio.com site, and have not found it to be a simple, walk you through it, explanation for those of us with no programming skills or education(or maybe I am just not smart enough to do it:)). Thank you.
