Help me with difficulty setting of soldiers

I would like to make all the soldiers in my user-made mission have a split experience level/accuracy level. I want them to be "1" for experience & ability but I want their shooting ability to be something like ".6"

I can edit the settings file so that this split is set for the campaign (and what other mission types, I do not know). But in user missions I see that this is set when one creates a unit, and there aren't two sliders so I believe the accuracy and the experience are fixed together as the same value.

I know you can change their skills in the unit screen when you add a unit it has a skill bar, I'm not sure if you can change their individual skills though, I'll look into it for you, peace.

Be careful about this one. Having all enemies at highest ability makes no sense to me. You're usually better off with different values, both in terms of what type of unit they are (specops being better than regulars etc), and their actual role. I would expect a sniper to have superb spotting and accuracy settings, but not very high for a regular on guard duty (even when alerted and in combat mode). Variations seems to help increase playability, since if not when you've taken out a key element of the group, the groups ability doesn't diminish.
