HIGH COMMAND: how to operate; tips + tricks

1) Where is it that you can find out the ins and outs of high command?

2) How do you create and eliminate groups?

3) Where can one find people to play against that understand the concept of command and control. Are there any servers that do CTI and have people that care to coordinate there efforts?

Why is it when I send units I have created that are superior in rank to the unit they are sent to the higher rank does not take over? As a result I end up with privates running company's and captains as foot soldiers.
