AI Dispersion addon still necessary?

I would like to know if, after the last patches, is it still necessary to use an addon to increase ai dispersion to avoid every AI being a sharpshooter?

Yep, unless you want to tweak the AI accuracy yourself

you can just edit precisionEnemy=xx in your arma2profile

Personally, I never found it to be necessary to begin with, but to each his own I guess. But as mentioned above, the patches changed nothing in that regard.
