unable to start game after fresh install

i have big problems to start arma after a reinstall..

i get a popup that sais "This application has failed to start because D3DX9_30.DLL was not found. Re-installing the application may fix this problem."

however, i have tried to reinstall the game several times and i have also made sure i have DX9c installed (i dont think there is a DX9d or is there?)

anyone got a sugestion?

i have the german download version of ArmA (legal version)

i belive it´s version 1.01

i dont get to the point where it asks for the validation serial key so i dont think thats causing the problems..
