Maximum size of non-guaranteed packet in bytes (without headers).

Non-guaranteed messages are used for repetitive updates like soldier or vehicle position.

Increasing this value may improve bandwidth requirement, but it may increase lag.

Does that mean a smaller value is better for servers where bandwidth is plentiful? If the value is smaller, it will send out smaller packets but more frequently rather than big ones but less frequently? (hence causing some jumping with vehicles etc?)

Yes that is the theory.

The reality in OFP was that a lower value actually caused more desynch. Most likely the cost of merging the packets was lower than the cost of sending many packets.

In ArmA I don't know.
