Server performance settings help

Hi can anyone tell me if the performance settings like min and max bandwidth are meant to go in the server.cfg or arma.cfg ?

on ofp i use them in flashpoint.cfg and they work fine holding up to 12vs12 players on crcti with games goin on hours so i put these settings in the arma.cfg on our arma server and the bandwidth was crap and kept droping and there was some lag and it was like the settings wasnt working. so if anyone can tell me if they are meant to go in the server.cfg and maybe paste there server.cfg info here id be truly grateful   .. without the password ofcourse
