Help with graphic settings??

Hi my specs are as follow, plz give some advice because when i lower the specs from very high to high no diff. and changes to normal i have bad quality...

Specs:

AMD64 1800MHz 3000+

1024Mb PC3200 DDR SDRAM

Inno3D Geforce 7800GS 256ram

Creative X-Fi Game

Now i got fps at 1-25 after the circumstances, i want to have 10-40 fps if possible without to much quality fall...
