Floating aim is there somthing wrong?

I played ofp for many years and didn't seem to have a problem with the floating aim, so has somthing changed with it in this game? I say this because it seems harder to land the aim on sombody in a smooth motion. I have vsync swithched off and arm movment to zero, so has anyone got any other idears.

I think it is a design feature, when you are moving it takes a moment to raise the weapon. I like it, but I seem to be in the minority, and most people think it is a bug, but I believe it is a design feature.
