It basically governs the amount of random movement of the gun from the standing, couching and prone positions. As well as when one's exerted a lot of energy. So you could have cfgMovesStill and cfgMovesWobbly then you'd use "moves = cfgMovesStill;" (I think) in your soldier's definition.
