My suggestions

if some of these are listed, i'm sorry... but oh well

body armor (no blood when being shot at the areas of armor) and falling when being hit...

AI reacting to being shot (i.e. shot in the leg they grab their leg and fall)

having ai (and you) drag/ carry the fallen+wounded to safety would be cool

deformable buildings that you can blow/shoot holes out of

having bullet holes on buildings, people, and cars (when you shoot that object, where you shoot = bullet hole.. not just texture change)

more particles (that smoke when bullet hits an object) and particles that suit the material (shoot rock, particles of rock go out...) and let the particles look better and look like something hit that object hard... also letting particles spread and go around the air would be cool when it suits that kind of material

have AI not tred too far away from the leader to get cover (sometimes they crawl from a covered area to the open to get to another covered area that's 70 or so meters away then die doing so.. pretty annoying)

allowing ai and you to shoot "shotgun" in vehicles would be cool.. would be useful when providing security when sitting behind a 5t-truck

allowing leaders to command lower-group-leaders would be cool... like a platoon leader commands his squad leaders and the squad leaders command their fireteam leaders and the fireteam leaders command their fireteam... that would be VERY awesome

let smoke actually hide people

copy Vietcong's cover/aim system.. (when you go behind an object, you hide behind it with your weapon down... when you press the aim button, you put your weapon on that object and aim and shoot)..

3d iron sights

make animations better (make them look more tired)... and plleeaaaseee make the safe animation with the guns infront of the troops and pointed down...)... i think i saw this before, but a running-kneeling thing would be cool, but also a walking kneeling thing would be cool

someone mentioned backpacks and the ability to drop and carry them and carry stuff inside them... well also make you not be able to run as fast (or not at all..depends on how loaded it is) with the pack on... also, let you place your weapon on that backpack... i saw snipers and some other people doing it and it looks cool

Assistant Machine gunners and AT gunners!! when a MG gunner starts firing, get that assistant machine gunner next to him to help load in the rounds (well, make an animation that looks like he's doing that)... barrel changes for MGs would be cool too

well, i don't know if it's just me (i think i saw a screenshot with this happening so i don't know if it's already in there or not) but have shell casings stay on the ground...

for tanks and cars, allow parts of it to be blown off.. even people if you want

ragdoll physics (already mentioned but i have my own suggestions on it)... don't overdo the ragdoll effect like Hitman or other games like that.. i actually read in the book, A Rumor of War that the bodys are kind of stiff still... i'm not too sure though

blue tinted morning when the sun still isn't up, but just about to get up.. and a dark blue tint when the sun is just finished setting...

3d clouds would add to the graphics a lot.. i'm not a big fan of sky domes anymore

well that's about all i can think about right now
