Need East to Throw Smoke

I need some help. I can get West to throw smoke, red green or white, but using the same commands, I cannot even get a east soldier to take on the smoke grenades.

i.e, he does not get them in his inventory. Stumped.

yeah i have just been trying it out and i thought it wud be the same as unitname action ["throw","smokeshellred"]

but he can't even do a handgrenade.

there have been loads of bugs recently so maybe thats one of them.
