Weapon and consumable crafts will never drop. I've never seen one and I'm lvl 41. Kinda hard

They significantly reduced them, I had a combined 400 special issue and Elim crates saved from last season.

All I needed was 3 plans. The improvised explosive, the Remy and the pH plan.

I got down to the 3rd last crate and got the pH plan.

The drop rate for plans is criminally low, almost like they want you to pay for the crowns to buy the plans in the store???
