Change vehicle point around which the external (third-person) camera orbits.

In the documentation, I found that you can change the position of the camera relative to the aimpoint memory point.

  I found out that the camera rotates relative to the "zamerny" memory point and the camera is positioned relative to this point. Am I right?

  Is it possible to bind the camera to another point somehow without editing the memory lod?

I would like to be able to set a point in the configurations around which the External (third-person) camera will rotate.  (for example {0, 0, 0} relative to the vehicle model)

You could try using the

memoryPointCameraTarget = zamerny;

config parameter, not sure if that'll work as you'd need to know another named memory point in the model (which I'm assuming you don't have access to otherwise you'd just move the 'zamerny' memory point...
