Is the dropbox file a zip file?

If so you need to extract the zip using either of the following:

7zip, winzip, or winrar which are all free programs you can find if you google or search for them on a search engine.

 

Once you get the mods, they should be setup as a folder with an @mod name

Take those folders and move them to your Arma3 directory here ----> C:\Steam\SteamApps\common\Arma 3

      Once you have them in the directory, then start the game, in the Arma3 launcher, go to the mods tab (on the left)

and choose local mod at the very top, what your going to do is locate your arma3 directory, and choose those mods

that you moved/installed into the directory.

 

    Doing that will essentially load them into the game once the game is started, from there then depending on the type of mod, you will have to choose between

the editor if the mod is an object of some sort, or a function that changes gameplay, if it changes gameplay somehow like a sound mod, or adds a feature, then

you'll need to either load up a mission to test, or create one in the editor.

 

More details on what the mods are and what they do would be useful to know then i

can better tell you how to use or access them. Hope that helps.

On your server, or on steam workshop?

Got to be more specific as to where the mods are going as there is a different process involved.
