Two internet providers, one with BE problem

I have two internets in my house.

I host Arma 3 servers in the two internets, but one of then can give this error "Failed to initialize BattlEye Service" from time to time and the player get this error until the server restart.

Everything is configured ok on the router.

 

Sadlly this "bad" internet have better Upload bandwidth, this is why i want to use it.

Anyone know what can be causing this error?

May be i need to replace my router?

All ports are open, no firewall in the router, can be something that i cannot fix, something particular to this internet?
