Trouble Getting already purchased DLC on new computer

Hello Everyone, I recently upgraded my computer and wanted to play arma 3 on the new one. I opened it up and noticed my DLC were purchased but not in game. They are in my steam library but there is no way to download them or even put them on my new computer. Should I delete the DLC from my old computer? Steam couldn't help me with the issue so this is the only place I believe I could find info, if you have any solutions or help please reply.

Please elaborate. Does your library show them as "Installed" or "Not Installed"?
