Arma 3 Server Issue

I have a virtual machine with Nfoservers. Running windows.

here is the log of the RBT

The server will not start. However if i take all of the mods out of the -mod= it will allow me to connect to the map. But it wont play on the custom map i made in mpmissions that i transfered over

so i created test.altis to see if it would work

didnt. Im going to try it without -mods= and see if it works

Any help would be nice

Edit: Just realized i posted it in the wrong thing. sorry

Edit2: made the -mods= to nothing and a vanlia map as MP_COOP_m02.Stratis. And it worked. Weird...
