Certain light sources have a strange bug

Hello for a while I've had a strange bug with some light sources in my game, particularly the RCO and small distant lights and I was wondering if anyone had experienced similar or knew anything about this.

 

it looks like this

you'll notice the distant light and crosshair have a faint light surrounding them, that is the problem I am referring to and am hoping someone here might be able to fix.

Depth of Field blur setting in graphics options does that. I always turn DoF off.
