AI movement, they won't stay off the road..

So, I have made some waypoints for AI to walk on a strip of grass next to the side of a road, they won't do this in safe mode, instead, they walk on the road. So now I have a choice of either switching to aware, which will make them be on the grass but they look dumb patrolling with their gun raised.

Any known way to get around this issue?

I had the same problem, and solved it by  putting more waypoints closer together.  If waypoints close enough, they move directly from waypoint to waypoint rather than choosing the road.
