Buoy won't appear in editor assets tree

I've made some custom buoys and can't get them to appear in editor.  (yes they have proper edcat and edsubcats, they ought to appear with my other custom stuff)  So I'm digging around trying to figure out what's wrong, and I tried to load the A3 buoy -- it also doesn't appear in editor, and it should --

 

 class Land_BuoyBig_F: Buoy_base_F  ...    scope = 2;

 

In Eden, type "Buoy" into the search bar and nothing appears.

 

In Preview mode,  try

null = createVehicle ["Land_BuoyBig_F", position player, [], 0, "NONE"];

 

and it appears fine, as do my buoys, but I can't get them to show in editor.  What's happening here and how do I fix it?

I still haven't found a solution to this.  Has anyone else?
