Game not launching with Marksmen DLC (unless ran as mod)

I've been having this issue since the release of the Marksmen DLC - my game won't launch with the Marksmen DLC. All other DLC packs run fine (Zeus, Helicopter DLC, Karts DLC, DLC Bundle).

The DLC doesn't show in the Expansions window (Configure > Expansions). I've tried:

• Deleting the Marksmen DLC and reinstalling it via Steam.
  
• Deleting the Arma3.exe and reinstalling via Steam.
  
• Verifying the integrity of the game cache via Steam.
  
• Launching vanilla via the Arma 3 Launcher.
  
• Launching vanilla via Play With Six.
  

None of the above have worked. It seems that the only way I can run the game with the Marksmen DLC is to run it as a mod (-mod=Mark). Is this a known issue? Is there anything else I should try before a complete reinstall?

In all seriousness though, this has happened to me once. I restarted my PC, opened PWS and Steam, then... It worked.

Managed to fix it the end - had to do a complete reinstall.
