Can't install ArmA 3 Tools

My dream is creating a chernarus / taviana styled map for arma 3. I wanted to download ArmA 3 Tools from steam but whenever I try to download the package it downloads 0 bytes, and I can't run anything (Missing Executables).

I tried re-installing, verifiying, deleting the appcaches but I can't seem to download it properly.

Can anyone help me with that?

EDIT: Logged back to steam the other day, it downloaded 400mb. I guess I'm good.
